SNY inmates have the opportunity to work and attend education programs that include Adult Basic Education, college courses, GED programs, Career Technical Education (Carpentry, Welding, Electronics, Building Maintenance), Inmate Work Labor, and a multitude of voluntary programs that afford the inmates opportunities for self-improvement. Due to safety concerns, SNY inmates are separated from General Population inmates to serve their term of incarceration. There are currently three facilities at RJDCF which are designated as SNY. RJDCF is also responsible for providing officer coverage for inmates being treated in community hospitals throughout San Diego County. This facility is a designated institution for inmates with severe mental illness and inmates with developmental disabilities. 
Additionally, RJDCF provides health care services and rehabilitative programs to inmates. RJDCF’s primary mission is to provide housing for General Population and Special Needs Yard (SNY), Level I, II, III & IV inmates who are serving their term of incarceration.
